trying to swap a line over, is this the banjo elbow that goes from 1/4 JIC male to 1/8 BSPP male?

It’s a 90 degree banjo style elbow with a 7/16-20 UNF, 1/4 inch JIC male on Side 1 and a G 1/8-28, 1/8 inch BSPP male on Side 2, so it matches that JIC-to-BSPP male combination.

fitting's only 25mm long, will that be enough thread engagement on the BSPP side for a secure connection?

At 25mm total length with a G 1/8-28 BSPP male end, thread engagement follows standard 1/8" BSPP specs, so as long as your port is clean and properly tapped to G 1/8-28, you'll get a solid, leak-resistant connection. The compact length is intentional for tight-clearance installations where a longer body just won't fit.
