temp range on this thing, does it hold up in cold storage environments or is it mainly for high heat?

Cold and heat both fall within what this wiper is rated for. The urethane and metal-clad construction handles anywhere from -65°F up to 220°F, so cold storage or refrigerated hydraulic equipment is well within its operating range. No need to worry about it getting brittle in low-temp conditions.

got a rod that measures right around 3/16, is this wiper ring the right size or am i askin for trouble

Fit comes down to the rod size and the wiper outside diameter. This one is made for a 0.188 inch rod diameter (about 3/16) and has a 1.625 inch wiper OD, with a 0.25 inch height.
