pump says it'll run up to 2500 RPM, is that a hard limit or just the rated speed for optimal performance?

2500 RPM is the rated operating speed for this pump. Running it within that range is where you'll get reliable, consistent performance. Pushing beyond a rated speed on a piston pump like this tends to accelerate wear and can cause pressure control issues, so staying at or under that threshold is the right call for long-term use.
