Does this stuff actually dry out or does it stay greasy after you spray it on?

Once applied, it dries down to a waxy film rather than staying wet or tacky. That means you're not going to end up with a slick, oily mess on everything you touch. It still lubricates and protects the metal underneath, just without the greasy residue you'd get from a lot of other spray products.

got a handful of rusty bolts and hinges on some equipment, will this actually free em up or is it just a coating?

It’s made to do both. T-9 penetrates down into fasteners and fixtures to help loosen rusted parts, and it also attacks existing corrosion. After it displaces moisture, it dries to a clean waxy film that keeps protecting the metal for months.
