I'm looking for a cooler for a hydraulic system where running water lines ain't gonna work. Is this thing meant for that kind of setup?

That's exactly the kind of situation this TTP air cooler is designed for. It's made to dissipate heat into the surrounding air, so you don't have to mess with water cooling.

got a hydraulic power unit that runs hot in the summer. what’s this TTP air cooler actually do?

It knocks heat out of hydraulic or industrial fluid by moving that heat into the surrounding air. Air coolers like this are used when water cooling is not practical or not available, and the goal is simply to bring fluid temperature down so the system runs cooler.
