trying to hook a 1/4 JIS male line into a 3/8 ORB port, is this the right adapter?

For that exact connection, it matches up as a straight steel Adaptall adapter with a 1/4 inch male JIS end (G 1/4 - 19) and a 3/8 inch male O-Ring Boss end (9/16 - 18 UNF).

what's the thread spec on the ORB side of this fitting? trying to match it up to a port on my manifold block

The O-Ring Boss side runs a 9/16-18 UNF thread, which is the standard callout for a 3/8" ORB-SAE port. If your manifold is spec'd for that size, you should be in good shape for a direct connection.
