Got a hydraulic line running a 1/4" JIS port on a Japanese-spec valve bank, will this adapter let me tie in a standard JIC hose end on the other side?

That's exactly what this fitting is built for. One end is a 3/8" Male JIC with a 9/16-18 UNF thread, and the other is a 1/4" Solid Female JIS. So yeah, if your valve port is a 1/4" female JIS and your hose assembly terminates in a male JIC, this adapter bridges that connection directly. It's a straight configuration, so no angle changes in the hydraulic connections.

This adapter will indeed connect a male JIC fitting with a 9/16 - 18 UNF thread to a solid female JIS fitting.

Fit-wise, Side 1 on this adapter is a male JIC with a 9/16 - 18 UNF thread, so it matches that thread callout on your JIC connection.
