fitting goes from 1/2 jic male down to 3/8 jic female swivel, that right? just want to make sure before i order

Correct on both ends. The male side is 1/2" JIC with a 3/4-16 UNF thread, and the female swivel end is 3/8" JIC with a 9/16-18 UNF thread. The swivel on the female end gives you some rotational flexibility during installation, which helps a lot when you're working in a tight spot and can't easily spin the hose or line.

got a hose end that’s 3/8 JIC female swivel, and i need to step up to a 1/2 JIC male. is this the right adapter?

For that kind of step-up, this fitting matches a 3/8 inch JIC female swivel with 9/16 - 18 UNF threads on one side, and a 1/2 inch JIC male with 3/4 - 16 UNF threads on the other.
