Does the swivel nut on this thing actually make a difference when you're trying to line up brake tubing without twisting the whole line?

Yeah, it makes a real difference. The swivel nut lets you thread the fitting onto the connection point while the line stays put. Without that, you end up fighting the tubing trying to rotate with it, which can stress the line or cause a bad seat. For brake line work especially, being able to hold the tube steady and spin only the nut is a lot easier on the installation.
