got a tight spot by the frame rail. is this the kind of fitting that lets you turn it into place without twisting up the brake line

With the swivel nut style, the nut can rotate during installation, which helps you tighten it up without putting twist into the brake line or hydraulic tubing. The 90 degree bend also helps when you need to route the line around something instead of forcing a big bend.

Is this here swivel nut gonna hold up okay if it's mounted where it might get splashed with road grime and stuff?

Chrome plating does give it some corrosion resistance, so it should be suitable for semi-exposed environments where it might encounter splashes and grime.
