It runs from 28 inches Hg vacuum all the way up to 150 PSIG, so yes, vacuum service is supported. Shift pressure needs to be between 14.5 and 150 PSIG to actuate the pilot. For most plant air setups that's not an issue, but if you're running lower supply pressure you'll want to confirm you're hitting that 14.5 PSIG minimum before the valve will move reliably.

For lubrication, you can run it either way. It is rated for unlubricated or lubricated service, so it will work in systems that do not use an oiler as well as ones that do.
