What's this plug actually for, like, are you supposed to leave it in permanently or is it more of a temporary cap while you're setting things up?

Port blanking plugs like this one get used both ways depending on the situation. During assembly or system reconfiguration, you might cap off unused JIC ports temporarily so you can pressure test one section before the rest is hooked up. But plenty of folks leave them in for the long haul on ports that just aren't being used at all. The stainless steel construction makes it hold up well in environments where corrosion is a real concern, so leaving it in place long term is a reasonable approach.

got a female JIC port i need to cap off for now, is this the right kind of plug for that

For blanking off an unused female JIC port, this male JIC plug threads straight in and seals the port without needing an adapter. It is commonly used to cap ports during maintenance, staged assembly, or when you are reworking a hydraulic circuit.
