got a 3/8 female port but my line is 1/4 male. is this the piece that steps it down?

Does this bushing need any thread sealant or tape to go in right, or is it good as-is?

Chamfered threads on both openings help it seat cleanly without needing tape or sealant added beforehand. The American Briggs Standard threading is precise enough that a secure fit comes from the fitting itself, not from additional compounds. That said, plenty of folks add thread sealant out of habit depending on their application, and there's nothing about this fitting that would prevent that.
