got a 3 inch run but need to neck it down to 2 inch, is that what this bell reducer is for?

For stepping down between two threaded pipe sizes, that is exactly the job of a 3 x 2 bell reducer. It gives you a 3 inch threaded end on one side and a 2 inch threaded end on the other so you can transition between those sizes in one fitting.
