got a tight spot to turn a line, is this the kind of elbow that’s 90 degrees and 1/2 inch?

For making a right angle turn, it’s a 1/2 inch 90 degree street elbow. It’s a threaded malleable iron fitting, so it’s meant to join pipe with standard pipe threads and change direction 90 degrees.

Does this elbow need thread tape or pipe dope before you put it together, or does it come with something already on the threads?

No sealant comes applied to the threads. You'll need to use your own thread tape or pipe dope before assembly. The fitting is made without any pre-applied compound so you can choose whatever sealant fits your application.
