That's correct. The package contains only the steel brake line.

what material is this brake line made out of, and does the 0.25 end size mean both ends are the same?

Steel all the way through, and yes, both ends measure 0.25 inches. Same size on each end, so there's no guessing or mismatching when you go to fit it up.
