Can this swivel elbow handle general hydraulic work, or is it for something specific?

It's designed for general purpose hydraulic applications where you're dealing with low to medium pressure. If you've got shock hazards, use H277 or H435 hose.

Got a -8 hose assembly with a 90 degree turn and need something that won't rust out on me, does this fitting hold up in rough conditions?

Dura-Kote plating is what sets this one apart from bare steel fittings. It puts a corrosion-resistant finish on the carbon steel body, so moisture and general grime aren't going to eat through it the way they would on an uncoated piece. For general-purpose low and medium pressure hydraulic work, it holds up well over time.
