Does the hydraulic cylinder come off the puller frame, or is it fixed in place permanent?

Removable is exactly how it works. The cylinder detaches from the puller so you can run it with the included hand pump for other hydraulic jobs around the shop. That flexibility is one of the better features on this setup, keeps you from needing a separate standalone cylinder for different tasks.
