flow adjustment on this valve, can you actually make changes while the system is still under pressure, or do you have to shut things down first?

You can make flow adjustments while the system is under pressure. That's one of the practical advantages of this valve. The needle and stem design allows for real-time tuning without needing to depressurize the line first, which saves a lot of time when you're trying to dial things in during operation. Just keep in mind the pressure rating tops out at 2000 PSI, and it's rated for non-shock service only.
