Reckon this'd work alright with a regular hydraulic setup, nothing too fancy?

This steel needle valve is designed for hydraulic systems, supporting pressures up to 5000 PSI and flows up to 4.5 GPM, so it should be suitable for standard applications within those limits.

got a tight spot on a test stand, how fine is the adjustment on this needle valve?

For dialing flow in small steps, the easy read knob uses color coding and a numeric readout so you can land on a setting and come back to it later. Adjustment can be made under pressure, and it is sensitive enough to tune within a small fraction of a turn, with one full turn per color.

locks on a needle valve, is that something you can actually do mid-operation, or do you have to shut everything down first?

Flow adjustment on this valve can be made under pressure, so you don't have to take the system offline to dial in your setting. Once you've got it where you want it, the set screw lets you lock the position so it won't drift. That's a pretty handy combination when you're working on a live system and need repeatable results.
