does this valve work for pneumatic lines or is it strictly for hydraulic setups?

Both, actually. Brass construction makes it the right call for pneumatic systems and lower pressure hydraulic applications. Just keep in mind the pressure ceiling is 2000 PSI, so if you're running a high-pressure hydraulic circuit, you'd want to look at a steel valve instead. For air lines and lighter hydraulic work it'll do the job well.

Can this handle adjustments while it's under pressure?

Controlled flow adjustments can indeed be made even when this needle valve is under pressure.

trying to dial in a slow drip, how fine can you tweak this thing without it jumping all over the place

With the easy read knob you can make very small adjustments, down to a fraction of a turn, and the color coding with the numeric readout helps you come back to the same setting again. It also has a locking set screw so the adjustment stays put once you get it where you want it.
