flow adjustment on this thing, can you actually make changes while the system's still under pressure, or do you got to shut everything down first?

You can adjust the flow while the system is under pressure. No need to shut down or depressurize before making changes. Once you've got it dialed in where you want it, the locknut lets you lock that setting in place so it doesn't drift on you.

got a cylinder that needs to slow down one way but return fast, is that what this valve does?

For that kind of motion control, it meters flow in one direction so you can slow the actuator, and it lets flow go back free in the opposite direction through the check. The adjustment can be made while the system is under pressure, and you can lock the setting with the locknut.

Reckon this'll work alright in my hydraulic setup? I'm pushin' about 7 GPM through it.

With a rated flow of 8 GPM, it should be a good fit for your system running at 7 GPM. This valve is designed for hydraulic systems like yours.
