got a cylinder that needs to slow down one way but return quick, is that what this valve does?

For a setup like that, it is meant to meter flow in one direction and allow free flow the other way. That gives you controlled speed one way, with an easier return in the reverse direction.

What size wrench do I need to adjust the flow on this thing? Seems like it'd be easier than fiddling with that little knob.

This valve is designed so you can adjust the flow under pressure just using the metal knob. The color coding and numerical readout on it let you make pretty precise adjustments. Once you get it where you want it, there's a set screw to lock it in place.
