This brass flow control valve can certainly be used for that type of application, as it's made for pneumatic and lower pressure hydraulic systems where you need to adjust the flow. The color coding and numerical readout help with repeatable settings too.

got a 1/2 npt line here. are the ports on this valve female 1/2-14 npt and does it go inline?

Flow adjustment on this thing -- can you actually make changes while the system's running, or do you have to shut everything down first?

You can make adjustments while the system is under pressure, no need to shut down to dial in your flow rate. The numerical readout and color-coded knob let you move through settings within a small fraction of a turn, so changes are quick and repeatable. Once you've got it where you want it, there's a set screw to lock the position in place.
