Can this handle hydraulic oil, or is it just for air?

This check valve is designed for both pneumatic and lower-pressure hydraulic systems, so hydraulic oil will work just fine.

got an arrow on it. which way does the oil need to go for it to pass through?

Follow the arrow for the free flow direction. In that direction the valve opens with a low pressure differential, and it blocks flow in the opposite direction with a positive check.
