got a hose that measures right around 3-1/8 on the outside, is this the right clamp size for it?

What size outside diameter will this clamp fit? I'm workin' with some pretty thick hosing.

This clamp is designed to accommodate outside diameters from 3-1/8 inches to 4 inches. So, as long as your hosing falls within that range, you should be good to go.

clamp's made entirely of stainless, but does that include the screw too or just the band?

Every component on this one is stainless, band, housing, and screw alike. That all-stainless construction is the whole point. Mixed-metal clamps can corrode at the contact points between different metals, even if one of those metals is stainless. Going all one material eliminates that problem, which matters a lot in wet conditions or anywhere chemicals are present.
