For sizing, the 2.88 inch ID is the inside diameter of the firesleeve itself, so it is meant to slip over a hose or coil where that sleeve ID is the fit you are after.

fiberglass sleeve with silicone on it, does that mean it'll hold up if a hose runs right next to an exhaust manifold or open flame situation?

Direct flame contact is exactly what this sleeve is built for. The braided fiberglass tubing is impregnated with flame resistant silicone rubber, so it acts as a barrier between the hose and the heat source rather than just slowing things down. It won't catch or sustain a flame, which matters a lot when you've got hydraulic lines running anywhere near ignition risk.
