will this handle 3000 psi continuous or is that just a max rating

SAE 100R1AT specifications typically indicate maximum working pressure rather than continuous duty ratings, so running it consistently at that full 3000 PSI could reduce service life. Most hydraulic applications see pressure fluctuations anyway, but if you're looking at steady high-pressure operation, you'd want to factor in a safety margin below that maximum rating.
