fittings like this one got a 37-degree flare seat on em or is that only on the bigger JIC sizes?

The 37-degree flare seat is standard across JIC fittings regardless of size, and this one is no exception. That flare angle is what gives JIC connections their seal, so both sides of the joint need to match up at 37 degrees for it to seat right and hold without leaking. The No. 4 designation just tells you the nominal tube size is 1/4 inch, but the flare geometry stays the same.

got a hose end that takes a #4 JIC, is this the male side with the 7/16-20 threads?

For a #4 JIC connection, the male fitting uses 7/16-20 NF threads and seals on the standard 37-degree JIC flare seat. This Brakequip HFIM29 is that male #4 JIC style, matched to 1/4 inch nominal tube size.
