got a line that calls for a female 7/16NS and then a 5/8NF on the outside, is that what this fitting is?

The female 7/16NS is the end that receives the male fitting from the hydraulic line side, and the 5/8NF external thread is what screws into the port or component on the other end. Two different thread standards on opposite ends is exactly the point of this fitting, so you get a secure transition between those two sizes without adapters stacked on adapters.
