Is this the right banjo fitting if my brake line bracket sits on the right side of the bolt hole?

Right-side locating lug is exactly what this fitting provides. The lug keeps the fitting from rotating during installation and locks it into position relative to your bracket orientation. If your mounting setup indexes from the right, HFB29 is the correct one to grab.

This Brakequip banjo fitting is made as a direct replacement part for hydraulic braking systems, so it should fit if you're replacing a 10x10mm banjo fitting with a right-side locating lug.
