what size tubes does this fitting connect exactly, the 1-1/4 and the 1 inch side?

Correct on both counts. The larger end handles 1-1/4 inch OD tube with a 1-11/16-12 thread, and the smaller end steps down to 1 inch OD tube on a 1-7/16-12 thread. So yeah, if you're running two different line sizes and need to tie them together straight, that's exactly what this fitting does.
