Got a line dropping from 3/4 down to 3/8 tube OD on a manifold block. This a straight reducer fitting or is there some kind of offset to it?

Straight through, no offset. The larger end threads in at 1-3/16-12 for the 3/4" tube OD side, and the smaller end runs 11/16-16 for the 3/8" tube OD connection. Both ends use face seal, so you get a clean, leak-resistant joint on each side. At just over an inch long with a 1.375" hex, it fits pretty tight in compact assemblies without a lot of extra clearance needed.

trying to swap a line down from 3/4 tube to 3/8 tube, is that what this straight fitting is for?

For stepping down between line sizes, this one goes from a 3/4 inch tube OD end to a 3/8 inch tube OD end in a straight, face seal style. The larger side uses a 1-3/16-12 thread and the smaller side uses an 11/16-16 thread, so it is meant for a size reduction where those thread sizes match up.

This straight face seal fitting is indeed designed to connect a 3/4" OD tube to a 3/8" OD tube. That's exactly what the different thread sizes (1-3/16-12 and 11/16-16) are there for.
