fitting goes from 1/2 tube on one end to 3/8 on the other -- is that right, or do both ends take the same size?

You've got it right. One end is sized for 1/2 inch tube outer diameter with a 13/16-16 thread, and the other end steps down to 3/8 inch tube outer diameter with an 11/16-16 thread. So if you're connecting two different tube sizes in a straight run, this is the fitting that bridges that gap without needing an adapter in between.
