got a 3/8 inch FuelFlex line, how do i hook it up to one of those quick connect fittings?

Use it as the bridge between the two connection styles. It connects a 3/8 inch FuelFlex line on one end to a quick connect fitting on the other, so you can build a secure fuel line without mixing mismatched ends.

what exactly does this adaptor tube do, is it just for connecting two different fitting types together?

that's the job. It bridges a 3/8" FuelFlex line to a quick connect fitting, so you can tie together two parts of a fuel system that wouldn't otherwise mate up cleanly. Without something like this in between, you'd be stuck trying to force a connection that wasn't built to work together. It's a pretty common need when you're routing or replacing fuel lines on older vehicles or doing any kind of custom fuel system work.
