hose says it's conductive, is that actually built into the material or just some kind of coating they put on?

Conductivity is part of the hose construction itself, not a surface treatment. The silicone tube and cover are formulated to carry an electrical charge through the hose wall, which matters in cooling circuit setups where static buildup or grounding continuity is a concern. That characteristic holds up through the life of the hose rather than wearing off like a coating would.
