trying to swap out an old elbow on my line, are the ends on this one 1/4 NPTF male to a 3/8 hose barb?

It is an NPTF male 90 degree elbow adapter with a 0.25 end size on the threaded side and a 0.375 end size on the line hose tube side, so it matches a 1/4 NPTF male to 3/8 connection.

Food and beverage processing is listed right alongside chemical processing, pulp and paper, marine, military, and offshore drilling applications. The plating is there specifically for corrosion resistance, which matters a lot in washdown-heavy or chemically active environments.
