got a hose end that’s 7/16-20 JIC, and the port is 1/8-27 female npt. is this the straight adapter that ties those together

Function-wise, yes. It is a straight steel adapter that goes from 1/8-27 female NPT (NPTF internal pipe) on one side to 7/16-20 male JIC with a 37 degree flare on the other.

got a 1/8 NPT female port on a small hydraulic block and need to adapt it out to a JIC fitting, this the right piece for that?

That's what this adapter handles. One end is 1/8-27 female NPT, the other is 7/16-20 male JIC with a 37 degree flare. Straight configuration, no angle, so it threads right into that NPT port and gives you a JIC male to connect your line to. It's zinc plated steel, part of the Eaton Aeroquip 2022 series.
