got a test port with 3/8 SAE ORB, will this male half hook up right or am i missing something

This male half coupling is set up with a 3/8-inch SAE ORB end on one side and a push-to-connect end on the other, so it matches a 3/8 SAE ORB port and uses push-to-connect for the mating connection.

Does this coupling need any special tools to hook up, or is it pretty much plug and play right out of the box?

No tools required at all. The push-to-connect end lets you get it hooked up fast, and the ball lock mechanism holds the connection secure once engaged. The sleeve lock adds a second layer of safety so it won't pull apart unexpectedly under pressure. For diagnostic pressure testing work where you're connecting and disconnecting fairly often, that kind of toolless setup saves a real amount of time.
