what's the locking setup on this coupling, and does it need any tools to hook up or pull apart?

Ball lock internals handle the connection hold, and a sleeve lock adds a secondary safety layer so it won't back off under pressure or vibration. No tools needed at any point, either connecting or disconnecting. That's one of the main reasons this style gets used for diagnostic pressure testing work, where techs are swapping lines in and out regularly.

got a diagnostic pressure test point setup already. is this the male half that snaps on quick, or am i looking at the wrong piece

For diagnostic pressure testing, this is the male half of a quick disconnect coupling with a push to connect end. It uses a ball lock internal connection and has a sleeve lock safety mechanism to help keep it from coming loose.
