Cold mornings around here can be brutal on hoses. This one rated down to -40, or is that just a storage temp?

That -40 degree rating is the minimum working temperature, so it holds up in active use at that cold, not just sitting on a shelf. The synthetic rubber tube and Dura-Tuff cover are built to stay flexible and functional in those kinds of conditions, which makes it a solid pick for cold weather waterblast work where cheaper hoses tend to get stiff and crack.
