got a trailer harness that takes -4 line. is this the right size tubing for that?

tubing says it meets SAE J844 and DOT-FMVSS 106 -- does that cover both truck and trailer brake systems or just one or the other

Both are covered. Those standards apply across truck and trailer air brake systems, and this tubing is rated for use in both. It also works for auxiliary air systems and formed or straight air brake harness assemblies, so it handles the full range of typical brake line applications on a rig.
