i’ve got a -10 hose and need a 90 elbow, is this the one with the 7/8-18 male o-ring end?

Match up three things: it’s a 90 degree elbow E-Z Clip fitting for -10 hose, and the threaded end is a 7/8-18 UNF male O-ring with a short pilot. It also calls out seal part 1F40106-10 for the O-ring seal setup.

fitting says short pilot on it, what's that mean for the install, and is it gonna work okay in a tight spot under the dash?

Short pilot just means the nipple has a shorter insertion length compared to a standard pilot fitting. In practice, that shorter profile makes it a lot easier to seat the hose in cramped quarters where you don't have much room to maneuver. The 90-degree elbow helps too, letting you redirect the hose without needing extra clearance in a straight line. For confined A/C system work, this combo tends to make life considerably easier.
