got an -08 GH134 A/C hose that needs spliced, is this the right piece for it?

For splicing an -08 GH134 Multi-Refrigerant hose, this fitting is built for that job. It is an E-Z Clip hose splicer with a high side charge port for R134a systems, and both ends are 0.5 inch with a male barb style connection.

what tool do I need to close the clips on this thing? got the fitting but not sure if I need something special or if regular pliers'll work

Regular pliers won't cut it here. You need the FT1357 Clip Closing Pliers specifically. The instructions are pretty clear that those pliers have to be positioned square on the clip connection points and kept square all the way through the closing process. Using the wrong tool risks a bad connection, and with refrigerant involved that's not a risk worth taking.
