got a skid steer line that’s 3/8 inside diameter. is this hose rated high enough for 5300 psi workin pressure?

5300 PSI is the maximum operating pressure, meaning that's what it's rated to handle in continuous service. The burst pressure on this hose is 21,200 PSI, which works out to a 4:1 safety factor over the working pressure. So the 5300 figure is your real-world ceiling, not a short-duration spike number.
