trying to replace a -4 hose on my machine, is this one actually 1/4 inch inside diameter?

It matches a -4 dash size and the hose I.D. is 0.25 inch. Outside diameter is listed at 0.6 inch, which can matter for clamps and routing.

hose is rated at 5750 PSI but I seen something about it dropping to 5000 with certain fittings -- which one actually applies to my setup?

The 5750 PSI rating is specific to Global fittings. Pair it with anything else and the working pressure drops to 5000 PSI. Same goes for burst pressure -- the published figure assumes Global fittings, and that number steps down to 20000 PSI with non-Global fittings. So what actually applies to your setup depends entirely on which fittings you're running. Worth confirming before you pressurize the system.
