trying to run a washdown line in the shop. is this hose gonna stay flexible when it gets cold, or does it turn stiff on me?

For temperature, it is rated to operate from +15°F up to +150°F. Within that range it is meant to stay flexible and easy to handle, and the PVC construction is lightweight and nonmarking.
