got a 3 inch bore cylinder. is this seal the right size for that, or am i lookin at the wrong one

For a 3.00 inch bore, the bore dimension on this seal matches at 3.000 with a +0.004/-0 tolerance. The matching groove diameter is 2.384 inches, piston diameter is 2.999 inches, and seal height is 0.271 inches, so it is meant to fit a piston and gland machined to those dimensions.

Got a cylinder with a 3-inch bore that needs a new piston seal, this bronze filled PTFE style gonna hold up under pressures around 4,500 PSI?

At 4,500 PSI you're well within the rated range for this seal. It's built to handle anywhere from 0 up to 5,000 PSI, so that pressure level won't push it anywhere near its limits. The 40% bronze filled PTFE construction handles that kind of load without the deformation you'd see from a plain PTFE seal under sustained pressure.
