Can I reuse this thing once I take it off, or do I need a new one?

This hose mender is reusable, so you don't have to replace it every time you disconnect the hose.

fitting says reusable but what does that actually mean in practice, like can I pull it off and put it on a different hose if I need to reroute something?

Reusable here means the fitting can be removed from one hose and installed onto another without needing a new socket or crimp sleeve. The socketless design is what makes that possible since there's no permanent swage holding it in place. Just keep in mind the hose end should be in good shape when you reinstall. As long as the hose isn't damaged or deformed from the previous use, the fitting should seat properly again.
