does this sleeve need a mandrel to put on, or is it one of them no-mandrel setups?

No mandrel is required for this sleeve. That simplifies the installation considerably since you're not dealing with extra tooling just to get the fitting seated. It pairs with 2807-4 and FC807-4 hose, and the female end dimensions come in at 0.214 and 0.276, so the connection geometry is already accounted for without any additional prep work.
